The myth of the M-form. Efficiency accounts credit the M-form with a clear distinction between strategic and tactical planning; at General Motors, the paradigm case, management for most of its history intentionally violated the axioms of efficient organization to create managerial consent, and the textbook M-form may undermine order within the firm and lead to decline. Caveat: One firm.
