A design theorist who, with Werner Kunz, created IBIS, the Issue-Based Information System, which records a deliberation as issues phrased as questions, the positions that answer them, and the arguments for and against each. He also named wicked problems, the ill-defined problems of planning, in a 1973 paper with Melvin Webber.
