Co-founder with Charles Kepner of the consulting firm Kepner-Tregoe, started in his garage in Pacific Palisades, California, in 1958. The Rational Manager set out step-by-step methods for problem analysis, which starts by stating a problem as a deviation from what should be happening, and for decision analysis against weighted criteria; The New Rational Manager added Situation Appraisal for sorting and ranking concerns.
