Known for

An economist at Microsoft Research who coined quadratic voting, in which voters buy votes from a budget at a cost equal to the square of the number cast on an issue, so that they can show how strongly they care and not only which side they take.

Caveat: Critics note that with real money it favors the wealthy and that it is open to collusion; most uses give every voter the same budget of credits.
