Ask a capable manager how they plan to get a contested decision to go their way, and most will tell you what they are going to do: build the case, then take it to the meeting. Whose mind has to change, what that person is weighing, and what the effort will leave the manager holding afterward rarely come up. 4R is a frame for keeping all of it in view while talking about a particular situation. It lays political capital out on a baseball diamond, four bases and a path around them, so that any piece of political work can be placed on the field and the next base named.
The four bases
Home plate is Resources: what you control now. That means budget, time, information, standing with particular people, favors owed, and a record of delivering. Every move spends something from home plate.
First base is Results, the change your resources produce in someone else's decision. A pilot, a set of numbers put in front of the right person, a project delivered early: each spends something from home plate, and each counts as a result to the extent that it changes how a particular person sees a choice in front of them.
Second base is Rationale, the decision as that person sees it: what each option would give them, what each would cost them, and which way they lean. A result reaches second base when it moves that reasoning.
Third base is Relationship. This is the person whose rationale you have been moving, and it matters who they are, because they control the resource you need next. You reach third when that person has their own reason to approve, release, or hand over what you came for, and then you come home holding it.
An invented case shows the path. Nadia Kerr runs operations at a medical supplies distributor and wants a second shift at the east warehouse. The overtime budget that would pay for it belongs to the chief financial officer, Simon Whitlock. Nadia holds the routing data, two strong supervisors, and a decent standing with Simon. She spends them on cutting late shipments at the east site for two months. Late-shipment penalties have been the line Simon is asked about in every monthly review, and two clean months change how the second shift looks to him: it now reads as the way to keep the penalties gone. Simon controls the budget and has a reason of his own to release it. Nadia comes home with the shift funded, and she still has most of what she started with.

Every lap has to come home ahead
The bases make a loop that returns to home plate, and each lap leaves the next one starting from a different stock. A lap that works brings back something that was not on home plate before, so the next lap can attempt more. Capital built this way behaves like a flywheel. Its mass is what you hold. Its speed is how quickly holdings become results, results become changed minds, and changed minds become new holdings. Together the two are the power a person can bring to the next decision.
Laps can also lose. Had Nadia spent her supervisors' goodwill and most of her standing with Simon and come back with half a shift, the lap would have taken more than it returned. The loop compounds only when a lap comes home with more than it spent. One that comes home with less is running down, however busy it looks, and a person who runs it repeatedly ends up with a long list of things done and less ability to do the next one. Experienced people protect that margin in a recognizable way: they spend resources that are cheap and durable, a little time or a routine favor, to keep the valuable and fragile ones, such as one executive's trust, out of play. The calculator below puts illustrative numbers on that margin: a lap that spends 30 of 100 and brings home 45 roughly doubles Nadia's holdings in five laps run the same way, and the half-shift lap, spending 60 to bring home 40, leaves her with about a third.
What a lap spends and what it brings home
Illustrative. Nadia's holdings at home plate are set at 100. Each lap is assumed to put the same share of her holdings in play and bring home the same amount for each unit spent, so a ratio above 1 compounds and a ratio below 1 runs the flywheel down, however many laps she runs.
Under the diamond sits one line, and the rest of the frame works it out: spend what you already control to gain control of what you do not control yet.
When a lap needs a smaller lap first
Sometimes the move needs something you do not hold. Suppose Nadia's case is much stronger with the head of sales behind it, and the head of sales owes her nothing. The lap stops at that gap, and a smaller lap starts, with the head of sales as the person to move and that backing as the resource to bring home. The larger lap waits until the smaller one returns. A single diamond holds one lap with one person at a time, so the smaller lap is drawn as a second diamond at the base where the first one stopped. The Lam System for Political Interaction writes each lap down step by step, with every lap nested inside it; 4R is the version a person can carry into a conversation and use without paper.
A smaller lap runs while the larger one waits
Illustrative. Play the lap: it stops at first, where Nadia lacks the head of sales' backing, runs a smaller lap to bring that backing home, and then goes on.

Four levels of play
The diamond also measures how far ahead a person reads, and it shows in how they describe their own work. There are four levels, named for the leagues.
In Little League a person sees from home to first. They talk about what they are going to do: the deck, the meeting, the pilot. The question of whose mind the move has to change does not come up. Nadia at this level says, "I'm putting together a business case for a second shift."
In Minor League a person sees as far as second. They anticipate what the other person will weigh and think one move ahead about how theirs will land. "Simon will ask about payback and about what happens if volume drops, so the case opens with both."
In Major League, the level of the political tactician, a person works backward from third. They start with the resource they need next, find who controls it, work out what would make that person give it up, design the result that would create that pressure, and only then gather what the result will take. That is three bases of look-ahead, run in reverse. "What I need next is the overtime budget, and Simon controls it. He would release it if the penalties stopped coming up in his review, so I need two clean months at the east site, and for those I need the routing data and both supervisors on the late shift."
All-Star, the level of the elite political strategist, sees a field full of diamonds. Everyone around a decision is running laps of their own at the same moment, and the laps are connected: one person's result is another's resource, and the diamonds keep moving. An All-Star plays moves that look harmless today and turn out, months later, to have settled the matter. Nadia at this level says, "Simon is trying to win the board's approval for a new finance system, and the head of sales wants the same budget line. Two clean months at the east site would help Simon's case to the board, so that is where I start."

Most people arrive in their first management roles playing Little League, and many reach Minor League with experience alone. Major League takes deliberate effort, because working backward across several pursuits at once is a heavy load to carry in one's head. All-Star is rare and is hard to teach directly. What can be learned is the habit underneath it: keeping track of everyone else's diamond and where each one touches yours.

Reading further ahead does not always pay. A person who reads less deeply than the one across the table gets played, taking a message that was managed for them as genuine. A person who reads far more deeply than the other side finds plots where there are none, treats honest signals as bait, and throws away true information about a counterpart who meant what they said. Judging how far the other side reads is part of the work.
Where the frame stops
4R is meant for conversation: it lives in the heads of the people discussing a decision, and it answers one question fast, which base the work is on. A person overwhelmed by a complicated situation can usually find their footing again by answering it. The frame is too thin for some jobs. It does not track laps nested several levels down, it holds one person's diamond at a time and so cannot show patterns across many people, and it keeps no record of what each lap spent and returned. Those need the full cycle written out. The diamond gives two people a picture they share, in which "we are at second" means the same thing to both.
