What the System Guarantees

Power & PoliticsPaper16 min read

A record of political work is worth keeping only if some things about it can be relied on without checking. An executive going back over a maneuver six months later needs to know that "the second lever" means one lever, that nothing in the record was rewritten after the fact, and that the count of what they held at the end is what they actually held. Without that, every reading of the record has to begin with an audit of the record, and almost nobody does the audit.

The Lam System for Political Interaction makes six such promises. They hold for every maneuver it records, however deep the escalations go and however many levers are played. Four of them hold whatever the actor decides. The other two, that every maneuver ends and that its outcome is settled once the actor's judgments are, can only be stated relative to choices the system leaves with the actor, and the reason is the same one that puts the system's boundary where it is.

For each guarantee, this paper sets out what it says, why it holds, and what it does not claim. The last of those is there because a guarantee read for more than it promises does harm: the reader stops checking the thing it never covered. Each guarantee has its own essay later in the series, and this paper puts the six side by side.

One address for everything

Every constituent of a maneuver has an address, read like a path from the actor's agenda down. Within one actor's tree of agendas, cycles and sub-cycles, no two constituents share an address and every constituent has one, so anything in the record can be pointed to without ambiguity.

A/i./o./g2/q.A/i./o./g2/i./t.

Read aloud, from Lena Ortiz's maneuver in the hub: on the left, the agenda's only interest, its objective, the second lever under that objective, and the resource the lever requires, which is the controller's sign-off. On the right, the target of the cycle opened beneath that same lever when its gate failed, Priya Natarajan, who has to give the sign-off. Both paths run through the second lever, and the right-hand one continues below it, which is how everything in a sub-cycle stays attached to the lever it serves.

An address is built a step at a time from the agenda down. Its first steps say which pursuit: every top-level pursuit is numbered under the agenda, and a sub-cycle sits under the lever that opened it. Each step also says what kind of thing comes next, since a target, a matrix, an objective, a lever and a required resource each have their own letter. Where a parent has several of one kind, a number says which one, and no sibling shares it. Two different constituents part company somewhere on the way down, and where they part, they differ in pursuit, in kind or in number. The one place this could break is a lever with two sub-cycles under it, since both would start at the same spot. The system closes that gap: trying again after a sub-cycle fails means declaring a new lever, so a lever never has more than one sub-cycle beneath it. And every constituent receives its address in the entry that introduces it, so nothing in the tree is out of reach.

The guarantee stops at the actor. An address does not name the actor, because the actor is the context it is read in, and the same path in two executives' records names two different things. Putting several actors' records together needs a tag outside the path, which the notation does not supply. Nor does the guarantee say an address appears once in the record. A lever is declared, resourced, tested and executed, and each of those is a separate entry about the same address. And an address does not freeze what it names. A required resource keeps its address throughout the maneuver, while whether the actor holds it changes.

The record stays well-formed through every move

If the record is well-formed before a move, it is well-formed after it. Well-formed means each entry has the shape its kind requires, sits at an address that is admissible where it sits, and belongs to the right party. Every operation belongs to the actor, the target or the cycle itself, and the wrong owner is refused: a target cannot detect, and an actor cannot select on the target's behalf. A move that would break any of this is one the system cannot make.

The guarantee holds because every move only adds entries, never rewriting an earlier one, and because a move is admitted only when its requirements are met, at which point what it writes is well-formed by construction. The old part of the record is unchanged and the new part is well-formed, so the whole record is. The bookkeeping kept alongside the record moves under the same discipline: which cycle has control, which cycles are waiting, what the actor holds.

The practical result is that a check made once does not have to be made again. Without the guarantee, well-formedness would be an inspection at the start, and anything the maneuver did later could have produced a record the inspection never saw. With it, every state a maneuver can reach is well-formed, and the other five guarantees can start from that without proving it again. It also keeps a cycle's phases in order. Each phase reads the shape of the entry before it to know what may come next, and a malformed entry could be taken for the wrong phase.

Well-formed is a statement about shape. An entry can be perfectly formed and mistaken. A detection that leaves out the target's likeliest alternative is well-formed, and so is a perception the actor misread; Detection follows how the first kind of error surfaces later as something else. The guarantee keeps the record readable and its references sound, and no rule about form can say whether the record is true to what passed between the people involved.

One thing written two ways

Whether two expressions in the system say the same thing can be decided mechanically. The procedure always returns an answer, never calls two different things the same, and never misses two ways of writing one thing. Its running time grows roughly in step with the length of what it compares, so it is cheap enough to run on every entry as it is written.

The system recognizes exactly three ways one thing can be written differently. A path's steps can be grouped differently without changing where it leads. The members of a set, such as the alternatives a detection lists, can be written in any order. And the agenda's root can be written with a Latin A or a Greek capital alpha, which look alike and mean the same. Because there are no others, the procedure can read each expression into one canonical form, with one grouping, the members in a fixed order and one root letter, and then compare the two results character by character. Expressions that say the same thing arrive at the same form, and expressions that say different things arrive at different ones. Shorthand is read into the same canonical form before any comparison, so a maneuver written in a hurry and one written with care are compared on equal terms.

{[A/i./t./D./X1], [A/i./t./D./X2]}≡{[A/i./t./D./X2], [A/i./t./D./X1]}

Read aloud: the set naming the first and second adverse alternatives in the target's decision matrix says the same thing as the set naming them the other way around.

A mechanical, cheap decision can be made every time one is needed, whether a new entry is being checked against what the record already holds or the whole record is being replayed. It is also deterministic, so a later reader can rerun any past decision on the same inputs and get the same answer.

The guarantee concerns expressions. Two of Lena's levers that came down to the same argument in Daniel Okafor's mind would still be two levers, with two addresses, because she declared two. Whether a named shorthand behaves in every respect like the body it stands for is a further question, which the system names and has not yet taken on. And the decision is made inside one actor's record, with that actor as the context.

Capital is conserved

At every point in a maneuver, what the actor holds is what they started with, plus everything that has flowed back, less everything they have spent, with each resource counted. The equation holds across the whole nesting. A resource spent three levels down comes off the same holdings as one spent at the top. Nothing leaves without an entry, and nothing is counted in twice.

Nothing leaks because a lever is executed only after its gate has confirmed that the actor holds everything it needs, and execution is the only move that spends. So nothing is spent that was not held, and everything held was either there at the start or flowed back from a cycle that recorded it. Opening a cycle, escalating and resuming all leave the holdings as they were.

Double counting is ruled out at each joint where it could creep in. A cycle's flow back happens once, at its close. A failed gate opens at most one sub-cycle, so two sub-cycles can never both answer the same need. And a sub-cycle hands back only once it has delivered what the parent needed. Its interest was the parent's missing resource and nothing else, so the handback is a plain check of whether that resource is now held. A sub-cycle that closes with something else in hand cannot pass control back as though it had succeeded.

Take an illustrative case, in which the people and the airline are invented. Ruth Ashworth directs network planning at a regional carrier and wants the chief commercial officer, Oskar Vidal, to approve a seasonal route. She starts with four things: her standing with Oskar, her standing with the destination airport's commercial manager, Mei Lin Tan, a passenger survey and a demand forecast. Her lever on Oskar needs the forecast and the airport's written agreement to waive landing fees for the first season. She lacks the waiver, the gate fails, and a sub-cycle opens with Mei Lin. Its lever spends the survey and Ruth's standing with Mei Lin; Mei Lin grants the waiver, and it flows back. The parent's gate passes, its lever spends the forecast and the waiver, Oskar approves, and the route budget and the authority over the route's schedule flow back. Across both levels Ruth spent four things and received three. She held three when the sub-cycle handed back, and she ends holding three: her standing with Oskar, the budget and the authority. The waiver was counted in once and out once.

Ruth's holdings, counted across two levels

Illustrative. The people and the airline are invented. Ruth starts with four things. The sub-cycle returns one, the waiver, and her lever on Oskar spends two, the forecast and that waiver. Move the sliders to change what the sub-cycle's lever costs her and what the route returns: the count at the close always equals what she started with, plus what flowed back, less what she spent, at both levels together.

Since the holdings follow from the record, anyone can work them out by replaying the record from the start, adding what flowed back and taking off what was spent. No separate balance is kept, so none can drift away from the record.

The guarantee counts resources and puts no value on them. Ruth's standing with Mei Lin and a passenger survey count as one each, and whether trading the two for a fee waiver was a good exchange is her judgment. The count also stops at the edge of the maneuver. Standing that cools from disuse, or a forecast that goes stale, changes nothing in the record until the actor writes something about it. Whether a resource the actor holds is strong enough for a particular ask is the actor's reading, made before the gate is tested.

Every maneuver ends and is never stuck

Every maneuver reaches an end in finitely many moves, and at every point short of the end some move is open. A maneuver can end in three ways: its cycle closes, is mooted or is abandoned. A failed maneuver reaches an end as surely as a successful one, so every cycle in the record can be read through to how it finished.

The guarantee rests on four things the actor decides: how many levers to declare in a cycle, how many times to revise it, how deep to escalate and how many cycles to run. The system caps none of them. Its grammar allows another lever, another revision, another sub-cycle and another cycle as many times as the actor wants. That is deliberate. These are the actor's decisions of scale, and a cap would write into the system a number that belongs to the person running the maneuver. The system's promise is that for any finite choice of the four, the maneuver ends.

Each cycle runs through its phases in a fixed order, and only those four choices can lengthen it or add to it. Another lever adds a pass through the middle of the cycle; a revision gives the interest a new body and runs detection and the objective again; an escalation adds a cycle below; a new pursuit adds a cycle beside. With all four finite, there is only so much maneuver to run. As for being stuck, at every point some move is available: the next phase, a gate tested again, a handback, a new cycle while the actor's count allows. There is exactly one position with no forward move. The actor is at the deepest level they will go, a lever needs a resource they cannot get, and there is no other lever. Mooting and abandoning remain open there, and abandoning is open at every point of every maneuver. That rules out a parent left waiting forever for a sub-cycle that closed without delivering, since the parent can always be given up, one level at a time.

The guarantee promises an end and says nothing about success, or about time on the calendar. A maneuver with two levers and no escalation can still occupy a year while the target makes up their mind. And one path is not yet fully represented: a parent that wants to try again by another route after its sub-cycle has failed. Giving up is always available, but that kind of retry is among the system's open questions, which the series takes up in What the System Cannot Yet Represent.

Once the judgments are fixed, so is the outcome

Fix the actor's judgments and the outcome of the maneuver is determined: the entries the record gains, what the actor holds at the end, and how each cycle ends. Where the system has independent moves it could make in either order, the order never changes that outcome.

Some of those judgments are readings: whether the standing the actor holds is enough for this particular ask, whether the target's perception came out as the lever projected. Others are forks, choices that change where the maneuver goes and cannot be undone: mooting a lever, abandoning the cycle, revising its aim, choosing which of two failed gates to escalate first, choosing which lever to add when the budget has room for only one more. The system leaves every one of them with the actor.

Wherever two moves are both available, the choice between them is either one of the actor's forks, which the judgments have already settled, or a matter of scheduling between moves that touch different things. Two levers that need different resources can be executed in either order, because neither changes anything the other reads, and spending two different things leaves the same remainder whichever goes first. Some pairs never arise at all: the target cannot select while a lever is still waiting to be played. So the order of moves enters the outcome only at the forks.

Can the order change the outcome?

Illustrative. Each item is a moment where two moves are both open. Guess whether the order between them is free, so either order reaches the same outcome, or whether it is one of the actor's forks, then select each to see why.

Select each item to see the verdict.

  • Neither execution changes anything the other reads, and spending two different things leaves the same remainder in either order.

  • Each reading concerns its own lever. Recording one first leaves the other exactly as it was.

  • Only one sub-cycle runs at a time, and the other gate waits on the first one's result. Which goes first is the actor's call, and it cannot be taken back.

  • Mooting it cannot be undone, and playing it spends a resource, so the two choices leave the maneuver in different places.

  • A revision runs detection and the objective again, so a lever declared before it was chosen against the old aim, and one declared after it against the new.

  • Declaring one uses the last place, and the other can no longer be declared at all.

This shapes what the record can promise about order. It is exact for moves made in sequence, and exact up to order for moves that ran side by side. When an actor plays two levers on different resources at the same time, there is no fact about which came first, and a record that insisted on an order would be inventing one.

A determined outcome can still be a bad one. The outcome follows from the judgments, whatever their quality, and the guarantee says nothing about whether two actors would judge alike. Its scope is also bounded. It covers levers that need different resources and gates that find one resource missing at a time. If two levers needed the same resource, playing one could starve the other's gate, and the order between them would become another fork. A gate that found several resources missing at once would raise the question of which to fetch first. Both are named as extensions, outside the guarantee as it stands.

What the guarantees give someone running political work

Taken together, the six let an actor treat the record as the account of the maneuver without auditing it first. Records of political work, where they exist at all, usually fail in ordinary ways. Two references to "the finance piece" turn out to mean different things, a note made twice is read as two events, and the sense of what one holds drifts away from what was actually spent and received. Addresses, the sameness check and conservation close those off, and well-formedness keeps a malformed entry from passing for something it is not. Termination means no maneuver hangs half-finished on the record, and determinism means the record, given the judgments, could not have come out differently.

That last property changes what a post-mortem looks like. If a maneuver ended badly, the cause lies in a judgment, because everything else followed from the judgments mechanically. The record shows which judgments were made, in what order and on what reading, so the search for what went wrong can start at the forks and the readings. A detection that missed an alternative, or a perception read too hopefully, is found where it was made and as it was first written.

The guarantees also make the record shareable. An adviser or a trusted colleague who replays it reaches the same holdings, the same addresses and the same outcome as the actor, so whatever the two of them disagree about is a judgment, and they can argue it from the same facts. Across an agenda of many pursuits, each opened once the one before has flowed back or been given up, the actor can keep them apart by address, keep one true count of what they hold across all of them, and know that each will reach an end.

The guarantees leave the actor's judgments as good or as poor as they were, and keep every one of them on the record unaltered, so the habits behind them show up across many maneuvers where a single result would hide them.

Why two of them depend on the actor's choices

The first four guarantees hold whatever the actor decides, because they concern the record's form and arithmetic, and those follow from how entries are written. The last two concern where a maneuver goes, and where it goes depends on the actor.

Those two could be made unconditional only by taking the choices away from the actor. The system could cap the levers, the revisions, the depth and the cycles, and then termination would need no assumption. Or it could choose at the forks itself, and then the outcome would be fixed with no reference to anyone's judgment. Either way the system would be describing a different maneuver from the one the actor runs. A cap of three levers misrepresents an actor who would have tried a fourth. A system that moots a lever on its own reading of the target records its guess about the target as though it were a fact.

Stated relative to the actor's choices, the guarantees claim what holds and no more. For any finite budget the actor sets, the maneuver ends, and for any set of judgments, there is one outcome. A machine keeping the record can meet every one of the six, since each concerns the record, its addresses and its counts. The two conditional guarantees name the actor's choices as their conditions because those choices are the part of a maneuver the record cannot make: reading a person, and deciding what to do about the reading.
