Daniel Okafor approves the move. It is natural to treat that as the end: the decision went the actor's way, and what remains looks like administration. The Lam System for Political Interaction writes four more entries before the maneuver is over, and those four are where a win is either secured or lost without anyone remarking on it.
After the target's selection the record writes the outcome, which is the choice made fact; then the target's obtained utility, what the target gained from it; then the close, which seals the cycle; and last the flow back, which adds what the actor obtained to what the actor holds. Only the last of these changes the actor's position. It is written from what actually arrived, and on a bad day that is less than what was approved.
The outcome belongs to no one
The outcome is the cycle's own. Daniel selected and Lena Ortiz maneuvered, and the outcome, that the night dispatch desks move onto Lena's budget, is neither one's act. It is the point at which the decision stops being a projection and becomes a state of affairs, so the system credits it to the cycle as a whole. A cycle has exactly one, however many levers ran.
The outcome is also the realized mirror of the objective. Early in the cycle Lena projected that Daniel would approve and that his approval would bring her the desks. At the close the record writes the same position again as what happened. The two sit at one address and differ by a single mark, which says which is the expectation and which the fact, and The Record explains why they are never merged even when they agree: the agreement is information in itself, the evidence that Lena called it.
The target's gain comes first
Next comes Daniel's obtained utility, lower overtime and a cleaner organization. It is the target's entry, written at the target's place, and it is written before anything the actor gains.
It comes first because it explains the selection. Daniel chose the move because, as he read it by the end, it was worth more to him than leaving dispatch with the depots or handing it to automation, and his obtained utility is that worth, realized. A maneuver's gain is bilateral, and the system records both sides as a matter of course, the target's utility at the close and the actor's resources at the flow back.
The entry belongs to Daniel and is written by Lena. Like his perception, it is her judgment of something only he experiences, placed where his gain belongs. That makes it a test of her reading. Daniel selected the preferred position, and a target who selects an option gains something from it by their own lights. If Lena could not say what he gained, the selection was made for reasons her decision matrix never held, and her next maneuver with Daniel would start from the same blind spot.
Every level of a maneuver writes a target's gain. Priya Natarajan's sub-cycle closed with hers, a savings claim she had tested before it reached the chief operating officer, so Lena's maneuver records two people better off by their own reckoning, along with what Lena herself came away with.
Daniel's gain stays his. Utility is not a resource, and nothing in what Lena holds goes up because Daniel's overtime went down. The record keeps that she named his gain, which is where her next reading of him begins.
The close, then the flow back
The close is a structural entry, the cycle's own, holding nothing but the fact that the cycle is sealed. It falls between the target's gain and the actor's, so the record of what happened is complete before the count of what Lena holds changes. Resources enter the actor's holdings only from a cycle that has finished, and a closed cycle stays closed: anything further Lena wants from Daniel is a new cycle with a record of its own.
The flow back then writes what Lena obtained, the dispatch budget and the authority over the desks, and adds both to what she holds, ready to be spent at the gates of her next maneuver. Of the four entries, it is the one that changes her position.
It records two things, kept apart: what arrived, and the moment the return was recorded. The first is substance, the budget and the authority. The second is an event in the cycle's sequence, and it is the event the next maneuver waits for. Until it is written, the cycle has not finished returning, whatever Lena has been told in the corridor.
What flows back is written from what actually arrived. The system never copies it from the interest the cycle opened with. It records what the cycle obtained, and in a live maneuver that means what the actor saw come into their hands, which is why the outcome and the flow back are separate entries. Daniel's approval is the outcome. The budget appearing on Lena's books and the depot managers handing over the desks are what flows back. A decision approved in principle, with the money to follow next quarter, can rest there a long time, and an actor who treats the approval as the end will remember a win that never reached their holdings.

When what flowed back is what was wanted
On the normal path, what flows back is exactly what the interest asked for. Lena opened the cycle wanting the budget and the desks, and the same two things came back. The match is how the record shows that the maneuver delivered what it was opened for.
The match is a property of the normal path. Nothing in the system makes the flow back equal the interest, and the failure moves break the match by design. A cycle that is mooted or abandoned obtains nothing, and nothing flows back from it. A sub-cycle returns what its parent lacked, which differs from what the maneuver as a whole was opened for: Priya's cycle returned a sign-off, while Lena's interest was a budget.
Because the match is never assumed, comparing the two means something. The close holds two mirrors. The outcome set against the objective asks whether the target chose as projected. The flow back set against the interest asks whether the actor got what was wanted. A cycle can pass the first and fail the second. Detection follows one way it happens, a preferred position that did not lead where the actor thought, as when Daniel approves the desks moving and leaves their cost on the depot budget. Another is the approval that never turns into resources. In both, the outcome reads as a success, and only the flow back shows the difference.

How a sub-cycle closes
A sub-cycle closes in the same order, except that its close and its flow back are a single step. When Priya signs and her gain is recorded, the sub-cycle closes and the sign-off goes straight into what Lena holds.
Lena's holdings are one set across every level of the maneuver. Priya's sign-off does not pass from Priya's cycle into Daniel's. It lands among Lena's resources, and when control returns to Daniel's cycle and its gate is tested again, the gate finds it there. The resource arrives first and control returns afterward, as a separate step, which is why the retest can pass. The sub-cycle's return is written under the lever it served, so the record shows which lever the sign-off came in for, and the second lever's execution later shows it going out again. The next maneuver starts here
A new top-level maneuver opens only once the last one's flow back is recorded, and never while any cycle is waiting on a sub-cycle. Each maneuver therefore starts from holdings that include everything the last one returned and lack everything it spent. Lena's next pursuit under the same agenda, such as the rest of the company's overnight operations, begins with the budget and the desks among her resources, and without the overtime data, the sign-off and the standing she spent getting them.
Between Daniel's approval and that next opening, the record has written what the cycle became, what Daniel gained, that the cycle is sealed, and what Lena now holds, counted, under the interest she declared at the start, where anyone reading it later can set the two side by side.
