Ask an executive when a piece of political work began and the answer is usually a story about a want. They saw that dispatch was badly run, or heard that a budget was coming loose, and they started working on it. The want is real, but it makes a poor starting line. It arrives gradually and gathers neighbors: a campaign that began as one request picks up a second ask and a favor to repay along the way, and a month later nobody can say which effort was spent on what.
In The Lam System for Political Interaction, a maneuver begins with an entry, and the actor does not write it. Before Lena Ortiz declares that she wants the night dispatch desks on her budget, the record has already written that a cycle is open, and everything she declares afterward belongs to that cycle. The opening carries nothing beyond the moment and the cycle's identity. What it settles reaches further: whether a want that turns up later belongs to the maneuver already running, or has to wait its turn as a pursuit of its own. The system's answer is stricter than most executives' instincts, and the strictness is what lets the record say what each pursuit cost.
An entry with nothing in it
The opening is the cycle's own act. The actor declares the interest, detects, sets the objective and chooses the levers; the target perceives, selects and gains; the opening belongs to neither. Without it, the record would have to infer where one cycle ended and the next began from whichever declaration happened to come first. The record keeps entries of this kind for the moments no declaration would show, and the opening is the first of them.
What the opening gives the cycle is an identity, fixed for good. Control in a maneuver moves. When Lena's second lever fails its gate, control passes down to a sub-cycle with Priya Natarajan, and when Priya's sign-off flows back, control returns to the cycle with Daniel Okafor. The cycle that has control changes many times, and which cycle each entry belongs to never changes. Every entry is credited to the cycle it records.
That crediting matters most at the moment two cycles touch. When the second lever's gate fails, two entries are written together: the failed test and the opening of the sub-cycle. The failure goes into the record of the cycle with Daniel, because it was that cycle's lever that came up short. The opening goes into the new cycle, because it is what makes the new cycle exist. An executive who later asks what the sign-off cost finds the answer in the sub-cycle, an executive who asks why the second lever stalled finds it in the parent, and neither has to untangle the other.
Two ways in
A cycle opens either at the top of the agenda or at a failed gate, and nowhere else.
A top-level cycle opens a new pursuit under the agenda. Its interest is a resource the actor wants for their own purposes, here the dispatch budget and the authority over the desks. It takes the next number under the agenda, and that actor never uses the number again, whatever becomes of the pursuit. A maneuver Lena abandoned and later tried again would be two numbered pursuits on her record, two attempts at one prize, with the first left as it was.
A sub-cycle opens at a failed gate. Its interest is fixed before it starts: exactly the resource the parent's lever lacked, and nothing broader. Its address sits under that lever, which is all the identification it needs, since a lever never has more than one sub-cycle beneath it; going after the same need by another route means declaring a new lever. Apart from its position, a sub-cycle is a cycle like any other, with its own detection, its own target and its own levers, as The Maneuver sets out.
Wanting something opens nothing, and neither does noticing an opportunity, hearing a rumor or being asked a favor. Until a pursuit opens at the top or a gate fails below, a want has nowhere in the record to go.
The want that arrives in the middle
The strictness shows when a new want turns up while a maneuver is running, which is when most new wants turn up. Suppose that while Lena is walking Priya through how the savings figure was built, Priya mentions that finance is reviewing who should own the overnight fuel contracts. Lena would like them. The conversation is already happening, Priya is already the person in the room, and it would feel natural to treat the contracts as part of the work in hand.
The system will not file them there. A sub-cycle wants exactly what its parent's gate found missing, and the gate asked for a sign-off. The cycle with Daniel wants the budget and the desks. The contracts belong to neither: they are a new pursuit, with a target and a decision of their own. A new pursuit opens at the top of the agenda, and nothing opens there while Daniel's cycle waits at its gate for the sign-off.
Part of this maneuver, or a pursuit of its own?
Illustrative. The people and the company are invented. Things Lena might want or need while her maneuver with Daniel is running. Guess where each belongs, then select it to see why.
Select each item to see the verdict.
The second lever declared it and its gate found it missing, so it is the interest of a sub-cycle under that lever.
It is the selection the cycle with Daniel is aimed at. Winning it is what the maneuver is for, so no new cycle opens for it.
She already holds it, so the sub-cycle's gate passes and nothing new opens.
No lever asked for them. They are a new pursuit with their own target, and they wait until the dispatch maneuver has carried forward.
The sub-cycle wants exactly what the parent's gate lacked, which was a signature. Anything broader is a pursuit of its own.
No lever in Daniel's cycle needs it before he decides. It is other people's decision, so it is another cycle, opened later.
That would be a new pursuit under a new number, with the first attempt's record kept beside it as it was.
The rule follows from what has to happen when a sub-cycle carries forward. At that moment a parent is waiting for it, and the next move belongs to the parent, which resumes at its gate once what it needed is held. If a new top-level pursuit could also open at that point, the record would have two candidates for what comes next, and it could no longer say whether the maneuver in progress was still being run or had been set aside for something more interesting. The system settles it by structure. If a parent waits, the move is the parent's, and only when nothing waits can a new pursuit open. Exactly one of the two applies.
The practical effect is to close off a common way for a campaign to go muddy. A detour allowed to become a campaign of its own while the first is suspended takes the actor's standing and favors with it, and the record of the first maneuver ends up carrying costs that belonged to the second. Under the system's discipline the fuel contracts wait. Lena can still think about them, and she will remember Priya's remark, but nothing she spends on them can be booked to the dispatch maneuver, because until that maneuver has carried forward there is no cycle on the record for the contracts to belong to.
Why it waits for the flow back
On the normal path, a cycle's last act is its flow back, which comes after the close, and a new pursuit opens only once the flow back is written. The order looks like a technicality, and it decides what the next pursuit starts with.
When Lena's maneuver closes, Daniel has approved and the outcome has resolved. Until the flow back is written, though, the budget and the authority she has won are not yet among what she holds. A pursuit that opened between the close and the flow back would start its count of Lena's resources without them, and its first gate could fail for want of something she had already won. Because the opening waits, every new pursuit begins on holdings that include everything the last one returned. If finance will move the fuel contracts only to whoever runs the night desks, the second pursuit can draw on the dispatch authority from its first gate.
What happens once a cycle has carried forward?
Illustrative. What can happen when a cycle reaches the end of its normal path. Tick each check that holds, from the top; the first one left unticked names what happens instead.
Executives often do the reverse. They start the next campaign the day the last decision goes their way, before the budget transfer has gone through or the new reporting line is in the chart, and then spend standing as if they held what they had only been promised. In the system's order, a won decision and a resource in hand are separate entries, and the next pursuit waits for the second.
What the openings add up to
Over a long run of maneuvers, the openings are an index. Each top-level opening marks a pursuit the actor chose to begin, numbered in the order they began. Each sub-cycle opening marks a moment a lever fell short and the actor went to get what it lacked. Read together, they show how many things the actor has tried to win, how often a pursuit needed something from someone else, and which prizes were tried for more than once.
None of that can be read from a record that starts with the first interesting declaration. The index depends on a starting line the actor cannot move afterward, written when the structure of the maneuver says a cycle begins and credited to the cycle itself.
