The purpose of TALENT DEVELOPMENT is to make sure that everyone has the knowledge and skills they need to do their jobs and that they are given the right opportunities to grow.
The main goal of TALENT DEVELOPMENT is to close the gap between each person's current knowledge and skills and the most important skills they need to do their jobs. Once people have the knowledge and skills they need to do their current jobs, they can focus their development efforts on other goals.
Each unit lists the most important skills that each person needs to have in order to do their tasks well. Critical skills are those that, if they aren't done well, could make it hard to finish the tasks you were given. Each person's training needs for these important skills are figured out. These training needs may be used to make up for gaps in either the person's knowledge or their skills. Then, each unit comes up with a plan for training based on the training needs of each person in the unit. The unit's training plan is used to make sure that training in critical skills is given on time and is tracked.
After the gap between each person's current knowledge and skills and the critical skills they need to do their jobs is closed, other development goals can be set. Development talks happen on a regular basis so that everyone knows that the organization cares about their professional growth. During these development meetings, people talk about training needs, possible next jobs, career paths, and other development interests. TALENT DEVELOPMENT opportunities are found for each person that help them reach their own goals for growth.
Since resources and opportunities are often limited, each person should decide what TALENT DEVELOPMENT activities are most important to them. Training in the important skills needed to do a person's job should come before training that helps them develop in ways that interest them. When people have taken care of their training needs for critical skills, they can use their training time and resources for other training or development activities that prepare them for future assignments, career options, or other development interests. So, the TALENT DEVELOPMENT activities that people can do with the time and resources they have may not be enough to meet all of their development goals. 1.5.1.

All actions related to making and using training plans are reviewed from time to time to make sure they follow the policies that have been written down.
