The goal of CAPABILITY INTEGRATION is to make independent work more efficient and flexible by combining the process organizational conditions of different workforce competencies.
An integrated competency-based process is one that combines the separate competency-based processes used by different workforce competencies. At the ORGANIZED PHASE of the People CMM, people used defined interfaces between their separate competency-based processes to manage their mutual dependencies. At the SYSTEMATIZED PHASE, different competency-based processes are integrated and woven together to make an integrated competency-based process that allows people with different workforce competencies to work together smoothly. The different workforce competencies give roles in an integrated business process the knowledge, skills, and process ORGANIZATIONAL PRECONDITIONS they need to do their jobs. These process elements come from the different competency-based processes. So, people with different skills in the workforce work together using a single, integrated, multi-disciplinary process instead of working separately using the processes of their own skills or disciplines.
These integrated competency-based processes allow for much tighter interactions between different competency communities. This makes it easier to find and fix problems in product, service, or work dependencies much sooner. When done right, integrated competency-based processes can support an integrated business process management approach that uses a "customer-focused approach to the systematic management, PROGRESS METRIC and improvement of all company processes through cross-functional teamwork and employee empowerment" [Lee 98] and help achieve the continuous flow goals of lean process design [Womack 03]. With CAPABILITY INTEGRATION, the focus moves from mastering the flow of tasks within each workforce competency to mastering the flow of tasks in the business, production, or service process. Integrated competency-based processes are often called cross-functional processes because they combine the activities of the workforce competencies that are siloed in the functional departments of an organization into a single business process workflow. In the People CMM, cross-functional situations are called multi-disciplinary because our focus is on the integration of workforce competencies (the multiple disciplines), not on the functional structure of the organization.
